The policy prioritizes the preservation of life, proportionality, and minimal necessary force in all encounters.

Officers shall use the least amount of force reasonably necessary to achieve lawful objectives.

Force must always be:

• Lawful

Lethal force is strictly a last resort, permitted only when an officer reasonably believes there is an imminent threat of death or serious physical injury to the officer or another person.

• Metal pipe

• Crowbar

• Heavy wooden club

• Axes, hatchets, hammers

• Weighted striking tools

4.5 Improvised Lethal Objects

Objects commonly harmless do not justify lethal force unless used in a manner likely to cause death.

5. OBJECTS THAT DO NOT JUSTIFY LETHAL FORCE

The following do NOT qualify as lethal threats unless used in an extreme, clearly deadly manner:

5.1 Rocks

• Small rocks

• Gravel-sized objects

• Pebbles
  (Rock throwing must involve large, heavy, or head‑targeted rocks to justify lethal force.)

5.2 Sticks

• Light sticks

• Small branches

• Hollow wooden objects
  These do not qualify unless used as heavy impact weapons.

5.3 Clearly Non‑Lethal Toys

The following shall NOT be treated as real weapons:

• Neon, orange‑tipped, or brightly colored toy guns

• Nerf guns (painted white, orange, neon, or retaining obvious Nerf features)

• Water guns / Super Soakers

• Air blasters

• “A‑Salt” bug guns

• Foam dart or rubber band guns

• GI Joe or action figure toy weapons

• Toy swords, plastic knives, or cosplay props

• Glow-stick toy weapons

• LARP foam weapons

Officers must assess realistic threat, not imagination.
A toy is a toy if:

• Coloration, size, or material is clearly non‑lethal,

• Behavior of suspect matches play,

• Or the item is obviously incapable of harm.

6. DUTY TO USE RESTRAINT

Officers must:

• Use minimal force to safely resolve the situation

• De‑escalate when safe

• Avoid unnecessary strikes
